I was born in what was then known as the Panama Canal
Zone. Since my father was in
the U.S. Army, we moved quite a bit, so I also lived in Texas, Kansas, Illinois
and Arizona.
I have more than 18 years of experience in government
and industry, designing and implementing large-scale telecommunications
and automated information systems for the Department of the Army. I studied public administration at the undergraduate
level at the University of Arizona in Tucson, completed master’s degrees
with Boston University and Syracuse University.
In 1999 I completed the Ph.D. in Information Transfer, also at SU. I have taught classes in project management and
research methodology. I have
also collaborated on diverse research projects including:
developing cost models for connecting public libraries to the
Internet, assessing federal Web sites, and evaluating federal
telecommunications and IT management policies. I lived in Germany for about 12 years before coming
to Idaho in 2001. Outside the classroom, my hobbies include hiking and
reading.
